Open the dev tools ctrl shift i or f12 and switch to the network tab.

If you click on that you ll get a dropdown list of a pre configured speeds that you can use to simulate a slow connection.
Now go ahead and click on the network tab.

The toolbar includes a throttling dropdown which allows you to throttle your network speed to emulate various different network speed conditions.
